TO PROMOTE THE USE OF GEOGRAPHIC BASE FILES (GBF) IN LAW ENFORCEMENT, THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) CONDUCTED TWO GBF USERS GROUP MEETINGS IN 1977. THESE PAPERS WERE PRESENTED AT THE MEETINGS.
Abstract
THE DEVELOPMENT OF GEOCODED BASE FILES, PITFALLS IN THEIR USE, SPECIALIZED DESIGN CONSIDERATIONS, AND SUGGESTED PRIORITIES ARE DISCUSSED BY REPRESENTATIVES FROM POLICE DEPARTMENTS IN ROCHESTER, N.Y.; DADE COUNTY, FLA.; SAVANNAH, GA.; DAYTON, OHIO; JACKSONVILLE, FLA.; ERIE COUNTY, N.Y.; AND HARTFORD, CONN. AN OVERVIEW OF NEW YORK CITY'S GEOGRAPHIC DATA BASE IS PROVIDED. ADMINISTRATIVE ISSUES ARE IDENTIFIED BY THE KANSAS CITY (MISSOURI) POLICE FORCE. COORDINATION ISSUES ARE EXAMINED BY THE POLICE DEPARTMENT OF WASHINGTON, D.C. DESIGN SPECIFICATIONS AND GEOGRAPHIC BASE FILE SYSTEMS ARE DESCRIBED FOR THE CITIES OF HUNTINGTON BEACH, SAN ANTONIO, AND SUNNYVALE IN CALIFORNIA, AND FOR PORTLAND, ORE. AND WICHITA, KAN. DALLAS AND HOUSTON BOTH PRESENT OVERVIEWS OF THEIR TEXAS GEOGRAPHIC BASE FILE SYSTEMS. UNIQUE PROBLEMS DISCOVERED BY NEW ORLEANS, LA., AND BY SAN JOSE AND LOS ANGELES IN CALIFORNIA IN THE IMPLEMENTATION OF GBF'S ARE REVIEWED. FINALLY, THE TWO SITE PROJECTS OF THE IACP AS IMPLEMENTED BY ST. LOUIS, MO., AND TUCSON, ARIZ., ARE REPORTED AS REGARDS THEIR SUCCESS IN DEVELOPING GBF'S FROM U.S. CENSUS BUREAU DIME FILES.
