The Gang and Drug Policy Program, sponsored by the Office of Juvenile Justice and Delinquency Prevention (OJJDP), aims to present key policy makers a collaborative and cooperative interagency process leading to improved public and private youth gang prevention and intervention strategies.
Abstract
This manual provides an overview of the gang/drug problem, emphasizing gang characteristics, communication, recruitment, and policy considerations. Other sections present statistical data on levels of crime and loss attributable to gangs and drug-related crimes, self-assessment guidelines for gang and drug policy jurisdiction teams, law enforcement data in terms of policy and tactics, and prosecution/judicial concerns. The manual discusses aspects of the drug and gang problem affecting probation and human services, community and local government, the media, and schools. Federal and local legal standards, including search and seizure, liability, confidentiality, and drug-free zones, are examined. The final sections present an interagency model for cooperation, sample community programs, and implementation planning.
