The U.S. Justice Department's Office of Justice Programs' (OJP's) Office of Audit, Assessment, and Management (OAAM) reports on its congressionally mandated FY 2008 oversight of the grant monitoring activities of OJP and the Office of Community Oriented Policing Services (COPS Office).
Abstract
OAAM tracks progress throughout the fiscal year so as to ensure that offices which administer grants maintain a consistent level and quality of monitoring; and it also describes improvements to monitoring policies and procedures, as well as progress in implementing the recommendations from the FY 2007 report. In FY 2008, OAAM tracked the number of grants and amount of grant funds monitored by OJP and the COPS Office, assessed OJP compliance with the required elements of the Grant Monitoring Tool (GMT), tracked the use of non-required GMT elements, reviewed a sample of completed site-visit reports, and examined OJP's use of the GMT for the sample, so as to determine whether it influenced the site visit documentation. For a sample of 151 OJP and COPS Office site-visit reports, OAAM determined whether the reports contained evidence of the grant manager's review of grantee compliance and an analysis of grantee performance. Throughout FY 2008, OAAM found opportunities to improve monitoring activities. In FY 2009, OAAM plans to further improve monitoring activities and assist OJP and the COPS Office in fulfilling their responsibility to ensure the fiscal and programmatic integrity and accountability of their grantees.
