This article describes what the Hawaii judiciary has done and is doing to include future-oriented processes into its administration system.
Abstract
It describes the development and philosophy of Hawaii's judicial system from ancient to modern times. The author shows how the State is encouraging community input into judicial planning. The planning emphasis is on problem identification and analysis and on emerging issues identification and analysis. Through these efforts, Hawaii is attempting to develop a systematic approach to the future by creating a planning mechanism to identify and monitor major social trends and their impacts. The planning process is also attempting to develop a mechanism to identify 'transformational events,' or those which might significantly alter social trends or challenge the judiciary's current processes. Six references are provided.
