Possible scenarios for the future of facilities for medium-sized California police departments were developed using information from a literature review, a mailed questionnaire that received responses from 88 of the 98 agencies surveyed, and a site visit and interviews in one California police agency.
Abstract
The analysis indicated probable trends in five areas: the use of new technology, labor force considerations, community-oriented policing, public access to police facilities, and alternative funding sources for local law enforcement. The results were used to develop a strategic plan and transition management plan for a hypothetical agency, the Cal City Police Department. The analysis identified 36 stakeholders and indicated the desirability of a statewide strategy, the Police Facility Administration (PFA). The PFA would be a component of the Peace Officer Standards and training Commission with a mission of providing assistance to local jurisdictions that need new police facilities. The five factors to consider in implementing the PFA strategy are lobbying efforts, funding efforts, structure, authority, and governance.
