Abstract
This report presents a range of research priorities developed for addressing the problem of organized crime. Five critical priorities are identified in the report: 1) improving the government's understanding and estimates of the scale, impacts, costs, and victims of organized crime; 2) developing knowledge of the organized criminal offending population and their operations, including models of relationships and markets; 3) assessing the implementation and effectiveness of interventions across all three stands of the organized crime strategy - stemming opportunities for organized crime to take root, strengthening enforcement across the breadth of organized crime areas, and safeguarding communities; 4) ensuring continuing technological development to develop capabilities to prevent and disrupt organized crime; and 5) developing the evidence base around drivers and continuing horizon scanning to reflect the dynamic and changing nature of organized criminality. In addition, a set of priorities for improving communication and co-ordination mechanisms for organized crime research are discussed in the report. These priorities include improving communication and enabling collaboration between organized crime research partners; enabling better dissemination and application of research evidence to support operational partners and policy-makers; ensuring ongoing dialogue to review organized crime research priorities; seeking to improve international linkages with research partners; and supporting linkages and collaboration between organized crime research and other research subject areas.
