Abstract
THE AUTHOR CONTENDS THAT A DIFFERENT KIND OF CRIMINAL IS EMERGING AS A RESULT OF SOCIAL CHANGE. VANDALISM, FOR EXAMPLE, MIGHT BE VIEWED BY THE OFFENDER AS A POLITICAL ACTIVITY, AS A DELIBERATE SYMBOLIC AFFRONT TO SOCIETY, OR EVEN AS A SPORTING ACTIVITY. SOME ILLEGAL ACTS ARE VIEWED AS ETHICALLY NEUTRAL BY LARGE NUMBERS OF PEOPLE.
