A DESCRIPTIVE LISTING OF FEDERAL FUNDING SOURCES FOR SHELTERS AND OTHER SUPPORT SERVICES TO VICTIMS OF DOMESTIC VIOLENCE IS SUBMITTED AS AN AID TO ESTABLISHING ASSISTANCE SERVICES IN THE FAMILY VIOLENCE FIELD.
Abstract
SINCE FAMILY VIOLENCE HAS ONLY RECENTLY BECOME RECOGNIZED AS A SOCIAL PROBLEM, ONLY TWO FEDERAL AGENCIES HAVE OFFICES DEALING SPECIFICALLY WITH THIS AREA OF NEED. THEY ARE THE DEPARTMENT OF HEALTH, EDUCATION AND WELFARE'S (HEW) OFFICE ON DOMESTIC VIOLENCE AND THE LEAA'S FAMILY VIOLENCE PROGRAM. OTHER POTENTIAL SOURCES OF FEDERAL ASSISTANCE FUNDING REMAIN UNTAPPED, SINCE AT FIRST GLANCE THEY MAY NOT APPEAR TO BE APPLICABLE. TWO MAJOR TYPES OF GRANTS--PROJECTS GRANTS AND RESEARCH CONTRACTS, GENERALLY ADMINISTERED DIRECTLY THROUGH A PARTICULAR FEDERAL AGENCY, AND FORMULA GRANTS--CONSTITUTE THE MAJORITY OF FEDERAL FUNDS THAT ARE ALLOCATED TO STATES IN ACCORDANCE WITH A DISTRIBUTION FORMULA PRESCRIBED BY LAW. A RECOMMENDED SOURCE OF INFORMATION IS THE CATALOG OF FEDERAL DOMESTIC ASSISTANCE WHICH SUMMARIZES FEDERAL PROGRAMS TOGETHER WITH REGIONAL ADDRESSES AND APPLICATION DEADLINES. IN ADDITION, THE FEDERAL WOMEN'S PROGRAM DIRECTOR FOR EACH FEDERAL AGENCY MAY PROVE INFORMATIVE. AMONG THE 12 PROGRAMS LISTED UNDER HEW ARE PUBLIC ASSISTANCE TRAINING GRANTS, WORK INCENTIVE PROGRAM, HEADSTART, AND THE NATIONAL INSTITUTE OF ALCOHOLISM AND ALCOHOL ABUSE. THE PROGRAMS CITED UNDER THE DEPARTMENT OF JUSTICE INCLUDE COMMUNITY ANTI-CRIME PROGRAMS, AND LEAA BLOCK GRANTS. THE COMMUNITY SERVICES ADMINISTRATION, HOUSING AND URBAN DEVELOPMENT, AND DEPARTMENT OF LABOR SOURCES ARE ALSO CITED. AMONG SEEMINGLY UNLIKELY SOURCES ARE VISTA GRANTS FOR IMPROVED VOLUNTEER DELIVERY SYSTEMS, GENERAL REVENUE SHARING FUNDS IN LOCAL BUDGETS, AND DEPARTMENT OF COMMERCE BUSINESS SUPPORT, POSSIBLY FOR EMPLOYMENT OF BATTERED WOMEN. FOOD STAMP PROGRAMS FROM THE DEPARTMENT OF AGRICULTURE AND EVEN RURAL TRANSPORTATION SUBSIDIES FROM THE DEPARTMENT OF TRANSPORTATION MAY BE APPLIED TO VICTIMS OF DOMESTIC VIOLENCE.
