This 1984 report of Nevada's Legislative Committee to Study the Function of Parole in the System of Criminal Justice presents findings and recommendations pertaining to sentencing and parole guidelines, good time credit, inmate classification, minimum security bedspace, management information systems, and parole board expansion.
Abstract
The committee recommends that the Governor appoint a commission to develop statewide sentencing guidelines that will provide a presumptive fixed sentence, with only good time credit reducing the imprisonment term. The Governor should also appoint a committee to develop formal parole guidelines to apply to the existing prison population. Should sentencing guidelines be approved, then the parole guidelines would continue in effect only for those inmates sentenced under the current indeterminate system. The current good time credit system should be enhanced, and a formal inmate classification system should be developed in accordance with the Prison Master Plan proposed in 1981. Minimum security bedspace should be expanded to accommodate the anticipated increase in inmates so classified under the new classification system. The computerized sentencing and case management information system should be enhanced and the parole board expanded from three to five members. Appendixes contain current and alternative sentencing and parole policies in Nevada and suggested legislation.
