This article describes French plans for electronic monitoring of offenders.
Abstract
After years of national debate on the subject, France has recently passed enabling legislation for instituting an electronic monitoring program. Expertise Systemes Reseaux (ESR) is the private consulting firm that will be responsible for designing, implementing, and operating data networks; subcontracting for manufacturers of cellular networks; and consulting in information systems, with an emphasis on networks and telecommunications. The company has interviewed officials in the French Administration of Corrections to determine the best kind of system and conducted an in-depth survey of electronic monitoring in foreign countries. The French system will apply only to people who have actually been sentenced to imprisonment, not to pre-trials. Officers in charge of checking an offender's presence at home will not be allowed to search the house, in fact will not be allowed to enter the house.
