THE ORGANIZATION AND STRUCTURE OF WELFARE FRAUD INVESTIGATIVE UNITS ARE DETAILED FOR THE STATES OF CALIFORNIA AND TEXAS, EL PASO COUNTY IN COLORADO, AND OAKLAND COUNTY IN MICHIGAN.
Abstract
THE HISTORY OF THE CALIFORNIA OPERATIONS SECURITY OFFICE (OSO), WHICH IS LOCATED WITHIN THE LEGAL AFFAIRS DIVISION, IS BRIEFLY TRACED, ALONG WITH THE DEVELOPMENT OF OSO STAFFING. PROFESSIONAL QUALIFICATIONS ARE DELINEATED FOR THE CALIFORNIA OSO STAFF. OSO FUNCTIONS ARE OUTLINED, WITH ATTENTION TO PURPOSES AND RESPONSIBILITIES OF THE UNIT. STATE POLICY, PROCEDURES, AND STANDARDS REGARDING FRAUD CONTROL ARE DISCUSSED, WITH SPECIAL ATTENTION TO THE DEFINITION OF FRAUD, THE ESTABLISHMENT OF COUNTY SPECIAL INVESTIGATIVE UNITS (SIU), THE RESPONSIBILITY OF COUNTY DEPARTMENTS, AND THE RESPONSIBILITY OF SIU'S. CONSIDERATION IS THEN GIVEN TO THE INVESTIGATIONS DIVISION OF THE TEXAS DEPARTMENT OF PUBLIC WELFARE, ITS OPERATIONAL STRUCTURE, AND ITS FUNCTIONS. THE SUCCESSFULNESS OF EL PASO COUNTY'S FRAUD AND SUPPORT DIVISION, RESULTING FROM ALIGHNMENT WITH THE CHILD SUPPORT DIVISION, IS CONSIDERED. FINALLY, THE APPROACH OF THE FRAUD INVESTIGATIVE TASK FORCE OF OAKLAND COUNTY, MICH., TO DRAMATIZING WELFARE FRAUD TO THE PUBLIC IS BRIEFLY DESCRIBED. SEVERAL DIAGRAMS AND FLOWCHARTS DEPICT THE MOVEMENT OF A FRAUDULENT APPLICATION THROUGH THE OSO SYSTEM, THE EARNINGS CLEARANCE SYSTEM, A WELFARE FRAUD INVESTIGATION ACTIVITY REPORT, A FRAUD COMPLAINT'S PROGRESS THROUGH THE SYSTEM, AND THE COURSE OF A FRAUD INVESTIGATION.
