This manual provides guidelines for California communities in their development of alcohol and drug prevention programs.
Abstract
The manual provides guidance in using all prevention resources available in a community, enlisting those resources in prevention processes, organizing prevention processes, developing formal and informal strategies through community planning, and using multiple prevention activities at the community level. So as to broaden the participation needed to achieve these goals, six prevention strategies are proposed: community health promotion; building coalitions; education, information, and skill development; reducing environmental risks; health-focused policy development; and enforcement of laws and regulations. Communities are encouraged to incorporate alcohol and drug prevention concepts and strategies in their master planning. This is to be done by organizing local master-planning advisory bodies around a public health/systems approach to alcohol and other drug problems, expanding the inventory of prevention resources, conducting assessments of local needs, and developing 5-year county master plans.
