REPORT ON A RESEARCH PROJECT DESIGNED TO INVESTIGATE METHODS FOR IMPROVING THE ANALYTICAL PROCESS WHICH MUNICIPALITIES USE IN A COMMUNITY DEVELOPMENT ACTION PLAN.
Abstract
THE FOCUS OF THE PROJECT WAS ON METHODS FOR DETERMINING A MUNICIPALITY'S GOALS AND NEEDS, FORMULATING ACTION PROGRAMS, AND MEASURING THE IMPACTS OF THOSE ACTIONS. THE FIRST VOLUME OF THIS REPORT PROVIDES A BRIEF SUMMARY OF THE STUDY FLOW, DESCRIBES A NOVEL APPROACH TO COMMUNITY DEVELOPMENT ACTION PLANNING EVOLVED IN THIS PROJECT, AND PRESENTS CHECK LISTS FOR USE IN COMMUNITY PLANNING WITH THIS APPROACH. THIS VOLUME PRESENTS DETAILS OF THE MANNER IN WHICH THE INVESTIGATION EVOLVED AND DESCRIBES SIGNIFICANT RESULTS LEADING UP TO THE SYNTHESIS AND PREPARATION OF THE CHECKLISTS DESCRIBED IN VOLUME ONE. THE DELPHI CONFERENCE, IN THIS CASE A SERIES OF THREE CONSECUTIVE QUESTIONNAIRES PROVIDED TO PARTICIPANTS REPRESENTING A CROSS-SECTION OF CONNECTICUT'S COMMUNITIES, FACILITATED AN ANONYMOUS MAIL DEBATE ON THE ISSUES BEING CONSIDERED. THE APPENDIX CONTAINS COPIES OF THE FIRST, SECOND, AND THIRD ROUND QUESTIONNAIRES AND AN EVALUATION OF FIVE REPRESENTATIVE COMMUNITY DEVELOPMENT ACTION PLANS. A BIBLIOGRAPHY IS ALSO INCLUDED.
