A recent survey identified more than 7,500 foreign nationals in U.S. prisons. The actual number may be twice as high as not all systems keep citizenship records.
Abstract
Only 22 of the 45 States responding to the survey and the Federal Bureau of Prisons keep inmate citizenship records; 7 other States keep foreign birth records only. Of the 3,657 foreign inmates in the Federal system, more than two-thirds are drug offenders, 770 are Cuban nationals, and 150 are from other Caribbean countries. More than 1,000 of the 1,813 in the Florida system are Cubans, and most are drug offenders. Of the 988 in the Texas system, more than 600 are from Mexico; 251 are serving sentences for burglary, 168 for homicide, and 154 for drug offenses. Of the 3,184 in the New York State system, 1,660 are Caribbean-born, but the actual total may be higher, as New York State relies on self-report for its totaling. Chart
