THIS HANDBOOK ON THE OFFENDER RESEARCH PROJECT (ORP) PROVIDES POTENTIAL PROGRAM OPERATORS AND FUNDING AGENCIES WITH SAMPLE PROJECTS WHICH MAY BE ADAPTED TO FIT THE NEEDS OF INDIVIDUAL COMMUNITES.
Abstract
A SPECIFIC OBJECTIVE OF THE OFFENDER RESEARCH PROJECT, SUPPORTED UNDER TITLE II OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT (CETA) OF THE U.S. DEPARTMENT OF LABOR, WAS TO DEVELOP FORMAL LINKS WITH SPONSORS, COMMUNITY ORGANIZATIONS, AND CRIMINAL JUSTICE AGENCIES FOR THE FUNDING AND SUPPORT OF OFFENDER PROJECTS. IN ADDITION, THE PROJECT AIMED TO DEVELOP A REPLICABLE SYSTEM OF PROGRAM MANAGEMENT AND OF IMPLEMENTATION FOR THESE PROJECTS, INITIATE IDEAS FOR FUTURE DEVELOPMENT, AND IDENTIFY AND ASSIST FUNDING AGENCIES IN THE FINANCING OF MODEL OFFENDER PUBLIC SERVICE EMPLOYMENT PROJECTS. A STATEWIDE ADVISORY COMMITTEE WAS FORMED TO ACHIEVE THESE OBJECTIVES, CONSISTING OF CETA PRIME SPONSORS, CRIMINAL JUSTICE, AND COMMUNITY AGENCY REPRESENTATIVES. MEMBERS, WHO INCLUDED KEY DECISIONMAKERS IN CETA AND CRIMINAL JUSTICE, ADVISED POTENTIAL PROJECT OPERATORS ON HOW TO IMPLEMENT OFFENDER PROJECTS. IN ADDITION, THE OFFENDER RESEARCH PROJECT STAFF OFTEN HELPED ESTABLISH THE INITIAL LINKAGE BETWEEN THE PROGRAM OPERATOR AND THE FUNDING AGENCY AND ASSISTED WITH PROPOSAL WRITING AND COORDINATION. THIS HANDBOOK CONTAINS A COMPLETE GUIDE TO THE DEVELOPMENT, IMPLEMENTATION, MANAGEMENT, AND EVALUATION OF OFFENDER PROJECTS. IT COVERS THE POLITICAL SYSTEM IN WHICH OFFENDER PROJECTS AND OTHERS ARE APPROVED AND FUNDED AND DESCRIBES 12 MODEL PROJECTS IN A STANDARD GRANT PROPOSAL FORMAT. RESOURCE PERSONS TO CONTACT FOR EACH OF THE OFFENDER PROJECTS ARE NOTED. EVALUATION TECHNIQUES, CETA PROGRAMS, CETA ORGANIZATIONAL STRUCTURE, AND AN OVERVIEW OF SELECTED OFFENDER PROGRAMS ARE PRESENTED. A BIBLIOGRAPHY AND APPENDIX CONTAINING A GLOSSARY OF CETA AND CRIMINAL JUSTICE TERMS, CETA PRIME SPONSORS' SURVEY, AND A READER EVALUATION SURVEY ARE PROVIDED. (AOP)
