AN ALTERNATIVE TO THE WORKLOAD-UNIT CONCEPT OF FUNDING COMMUNITY SERVICES (PROBATION AND PAROLE) FIELD STAFF IS PRESENTED, AND PERFORMANCE STANDARDS AND OBJECTIVES FOR FLORIDA'S PROBATION AND PAROLE AGENCIES ARE PRESENTED.
Abstract
THE REPORT, A SUMMARY OF THE FLORIDA WORKLOAD TASK FORCE FINAL REPORT, OUTLINES THE PROBLEMS THAT LED TO THE TASK FORCE'S CREATION (CONFUSION IN USING WORKLOADS AS BUDGETARY DETERMINANTS, INCREASING USE OF INCARCERATION IN FLORIDA, NEED TO DEFINE PROBATION AND PAROLE SUPERVISORS' TASKS, ETC.), TOGETHER WITH THE TASK FORCE'S METHODS, FINDINGS, AND RECOMMENDATIONS. THE TASK FORCE RECOMMENDS THAT BUDGETARY ALLOCATIONS BE BASED ON A WORK-HOUR, RATHER THAN A WORKLOAD, CONCEPT, WITH A STANDARD WORK HOUR (AMOUNT OF TIME REQUIRED TO PERFORM A SPECIFIC TASK) DEFINED AS 1 HOUR OF PRODUCTIVE WORK PER OFFICER PER MONTH. TASKS ARE BROKEN DOWN INTO THREE CATEGORIES (SUPERVISION, INVESTIGATION, OTHER RELATED DUTIES), WITH TIME REQUIREMENTS ASSIGNED TO EACH TASK. GUIDELINES FOR USING THE WORK-HOUR FORMULA ARE PRESENTED. OBJECTIVES FOR INCREASING THE CAPACITY OF COMMUNITY SERVICES TO ACCEPT PROBATION AND PAROLE CLIENTS (THEREBY PROVIDING THE COURTS AND THE PAROLE AND PROBATION COMMISSION WITH GREATER OPPORTUNITY TO USE ALTERNATIVES TO INCARCERATION) ARE STATED, TOGETHER WITH PERFORMANCE STANDARDS NECESSARY TO ACHIEVE THE OBJECTIVES. TABLES SUMMARIZE THE NEW WORK-HOUR FORMULA AND A SCHEDULE FOR IMPLEMENTING THE PROPOSED STANDARDS. (LKM)
