          Annotation
              The correctional systems in California, Florida, New York, and Texas as well as the Federal Bureau of Prisons all submitted budgets exceeding $1 billion for 1989-1990. The total of all State and Federal corrections systems budgets totaled over $16.2 billion, an increase of $3 billion over the previous year.
          Abstract
              These figures were based on information provided in a survey by 43 States and the Federal Bureau of Prisons; the 8 non-reporting systems (7 States and the District of Columbia) would probably increase the total by another $1.5 billion. The proposed budgets included costs for $30,000 new employees, 120 new facilities, and 76,000 new prison beds. Approximately $4.5 billion was allotted for security and custody, $2.1 billion for treatment, and $1.2 billion for community based programs including parole.
