This report of a United Nations training course contains draft minimum standards for the non-institutional treatment of offenders.
Abstract
Working groups focused on four specific areas in developing the draft standards: (1) available forms of non-institutional treatment measures, (2) the role of non-institutional treatment of offenders, focusing on selection criteria, conditions, and revocation procedures; (3) assessments of the implementation of non-institutional treatment programs; and (4) the positive and negative aspects of using volunteers in non-institutional treatment. Treatment measure are identified at the pre-trial, sentencing, and post-judicial stages, and general principles are articulated for the role of non-institutional treatment measures should play in the rehabilitation of offenders. More effective ways to implement non-institutional programs are identified and standards for recruiting and training volunteers are laid down. Commentaries follow the articulation of standards, providing more comprehensive interpretations and analyses. Specific recommendations are included for protecting the human rights of suspects and victims and educational, training, research, and regional activities to promote and support the human rights of prisoners and victims.
