Abstract
THE AUTHOR STATES THAT EVEN UNDER THE MOST SIMPLE FORM OF REGISTRATION, THE IMPLEMENTATION AND MAINTENANCE COSTS APPEAR TO BE EXTREMELY HIGH. HE QUESTIONS WHETHER SUCH A FIREARMS CONTROL PROGRAM WILL BE JUSTIFIED IN TERMS OF ACHIEVING A SIGNIFICANT REDUCTION IN THE COMMISSION OF SERIOUS CRIME IN THE UNITED STATES.
