Abstract

Federal laws dictate minimum national standards. In addition, many states and municipalities have enacted more restrictive legislation. Federal laws primarily apply to the manufacture, importation, exportation, and transfer of guns by licensed dealers. Federal law also mandates gun control policies for schools. All firearm dealers and manufacturers are required to obtain a Federal license. Federal law prohibits certain types of guns and also prohibits certain categories of people from shipping, transporting, receiving, or possessing firearms or from having guns transferred to them by licensed dealers. The State laws add to the categories of people and guns to whom restrictions apply. State definitions and penalties also vary.
