A HIGHLY STRUCTURED MANUAL WHICH PROVIDES INSTRUCTIONS COVERING ALL PHASES OF THE FIELD GATHERING, AND WHICH IS DESIGNED TO PERMIT UNIFORM DATA COLLECTION FROM PROGRAM TO PROGRAM AND BETWEEN THE TWO DATA COLLECTION TEAMS.
Abstract
THIS MANUAL IS INTENDED TO SERVE AS THE BASIS OF A WELL-DEFINED, SYSTEMATIC EVALUATION STRATEGY WHICH IS LESS COSTLY, ALTHOUGH LESS CERTAIN, IN ITS FINDINGS THAN EVALUATION RESEARCH. NINE STEPS IN THE DATA COLLECTION EFFORT ARE DEFINED. THESE ARE: ORIENTATION AND FLOW, PROGRAM PROCESS, IMPACT DATA FROM PROGRAM RECORDS, IMPACT DATA FROM CRIMINAL JUSTICE PERSONNEL INTERVIEWS, IMPACT DATA FROM CRIMINAL JUSTICE SYSTEM RECORDS, IMPACT DATA FROM CLIENT INTERVIEWS, THE COMMUNITY REACTION, WORK WITH PANEL MEMBERS, AND A MANAGEMENT AND FISCAL ANALYSIS. THE CHAPTERS OF THE INSTRUCTION MANUAL ARE ARRANGED SO AS TO CONFORM TO THIS ORDERING OF THE STEPS, WITH ONE CHAPTER DEVOTED TO EACH.
