Abstract
HE DISCUSSES AT LENGTH THE SUBJECT OF A UNIFIED CORRECTIONS SYSTEM, CITING THE VARIOUS EFFORTS AND - UP TO NOW - FAILURE TO ACHIEVE IT AND OBSERVES THAT 50 YEARS AFTER THE PASSAGE OF THE FEDERAL PROBATION ACT AND 45 YEARS AFTER THE ESTABLISHMENT OF THE FEDERAL BUREAU OF PRISONS AND THE U.S. BOARD OF PAROLE THE BASIC PATTERN OF CORRECTIONAL SERVICES IN THE FEDERAL GOVERNMENT REMAINS ESSENTIALLY THE SAME. MR. SMITH SETS FORTH AN ORDERLY PROCESS FOR A FUTURE GROWTH IN THE FEDERAL CORRECTIONS ESTABLISHMENT. (AUTHOR ABSTRACT)
