The Director of the Federal Office of National Drug Control Policy, Governor Bob Martinez, testifies and answers questions about the national drug control strategy and the measures of its effectiveness.
Abstract
Martinez advises that the Office of National Drug Control Policy is required to produce a comprehensive strategy designed to reduce illegal drug use in the United States. He describes programs that target hard-core addicts and other at-risk populations, programs that expand treatment capacity, that reach more students through drug education, that create more community partnership programs, and that remove drugs from public housing projects. The funding sought by the President for these programs in fiscal year 1993 is $12.7 billion, a 6.4-percent increase over last year. Treatment and prevention programs designed to reduce the demand for drugs will receive over $4.1 billion in 1993. This money will be used to continue to expand programs that target at- risk groups such as adolescents and pregnant women, and emergency grants will be increased for drug-free schools by 100 percent; funding for community partnership grants will increase by 15 percent. Martinez quotes figures from surveys that show a reduction in drug use by youth.
