Members of Congress heard testimony on the Bush Administration's 1993 proposals for reducing illegal drug use.
Abstract
Representatives of the Office of National Drug Control Policy, which is responsible for producing a comprehensive strategy for reducing illegal drug use, appeared before the United States House Select Committee on Narcotics to address the Bush Administration's National Drug Control Strategy. Witnesses included the office's director, Bob Martinez, Bruce M. Carnes, Director of Planning, Budget and Administration and John P. Walters, Acting Deputy Director for Supply Reductions. The Administration was seeking an appropriation of $12.7 billion in drug-related funding for fiscal year 1993. Of particular concern to Mr. Martinez was that Congress adequately fund certain programs aimed at dealing with hard-core drug users including the Capacity Expansion Program, the Drug-Free Schools Emergency Grants Program and the Community Partnership Program.
