THIS REPORT IS CONSIDERED THE MOST COMPREHENSIVE, AGENCY-BY-AGENCY REVIEW OF FEDERAL INVOLVEMENT IN THE DRUG ABUSE FIELD PRODUCED TO DATE BY A PRIVATE GROUP OF CITIZENS.
Abstract
BECAUSE AN EXHAUSTIVE, PROGRAM-BY-PROGRAM EVALUATION OF ALL FEDERAL DRUG ABUSE ACTIVITIES WAS BEYOND THE RESOURCES OF THE ORIGINAL TASK FORCE, ATTENTION WAS FOCUSED ONLY ON THOSE PROGRAMS THAT RECEIVED SIGNIFICANT FUNDING OR WERE CONSIDERED TO BE INTEGRAL PARTS OF THE OVERALL FEDERAL DRUG ABUSE STRATEGY. PRIMARY EMPHASIS WAS GIVEN TO FEDERAL EFFORTS TO COMBAT HEROIN ADDICTION, ALTHOUGH THESE OVERLAP IN MANY RESPECTS WITH ACTIVITIES DIRECTED AT OTHER FACETS OF THE DRUG ABUSE PROBLEM. THE REPORT IS BASED ON DATA CURRENT THROUGH JULY, 1972. THE REPORT HAS TWO BROAD COMPONENTS: A NARRATIVE DESCRIPTION OF ONGOING FEDERAL EFFORTS, AND A SERIES OF RECOMMENDATIONS BY THE TASK FORCE AUTHORS AS TO HOW THESE EFFORTS COULD BE IMPROVED.
