A DISCUSSION OF THE EVALUATION APPROACH UNDERTAKEN BY SPECIAL ACTION OFFICE FOR DRUG ABUSE PREVENTION, WITH HIGHLIGHTS OF THE CURRENT FEDERAL EVALUATION EFFORT.
Abstract
APPROXIMATELY 15 FEDERAL AGENCIES ARE RESPONSIBLE FOR ADMINISTERING DRUG ABUSE PREVENTION PROGRAMS. THE SPECIAL ACTION OFFICE WAS CREATED TO COORDINATE THE VARIOUS PROGRAMS FUNDED BY THESE AGENCIES, A TASK WHICH INCLUDES COORDINATING THE VARIOUS AGENCIES PROGRAM EVALUATION EFFORTS. THE PHILOSOPHY THAT UNDERLIES THE CURRENT EVALUATION EFFORT IS THAT PROGRAM IMPACT IS MULTI-DIMENSIONAL AND THAT ANALYSIS SHOULD FOCUS ON THREE MAJOR AREAS - CLIENT IMPACT, THE DELIVERY OF SERVICES, AND THE RELATIONSHIP WITH THE COMMUNITY. AN EXAMPLE OF ONE SUCH EVALUATION - THE ASSESSMENT OF COMMUNITY-BASED TREATMENT AND REHABILITATION PROGRAMS FOR DRUG USERS CONDUCTED BY JOHN HOPKINS UNIVERSITY - IS PROVIDED. THE AUTHOR STATES THAT ALL OF THE FEDERAL EVALUATIONS DESIGNS PLACE HEAVY EMPHASIS ON CLIENT FOLLOW-UP BUT RECOGNIZE THE NEED FOR DELIVERY SYSTEM AND COMMUNITY ANALYSIS AS WELL.
