DESIGN AND CONDUCT OF THE 1969-70 STUDY TO MEASURE THE WORK-LOAD OF THE FEDERAL COURTS.
Abstract
REPORT BY THE GRADUATE SCHOOL AND THE STATISTICAL REPORTING SERVICE OF THE DEPARTMENT OF AGRICULTURE CONTAINS A SUMMARY AND INTERPRETATION OF A FAIRLY EXTENSIVE STUDY OF THE POSSIBILITY, FOR INDIVIDUAL CLASSES OF CASES, OF ESTIMATING TOTAL CASE TIME FROM TRIAL TIME AS A MEANS OF UPDATING THE CASE LOAD INDEX DATA AVAILABLE FROM CURRENT ADMINISTRATIVE RECORDS. THE ANALYSIS INDICATES THE FEASIBILITY OF THIS APPROACH FOR A NUMBER OF THE CASE CATEGORIES FOR THE 10 TO 15 PER CENT OF CASES GOING TO TRIAL. AN ORGANIZATIONAL ASPECT THAT WOULD PROMOTE EASE OF UNIQUE CASE IDENTIFICATION IS A MODIFICATION OF THE CASE NUMBERING SYSTEM AND ITS UNIFORM ADOPTION THROUGHOUT THE FEDERAL COURT SYSTEM.
