              These hearings were held to discuss Senate bills S. 677 and S. 678, the Federal Courts Improvement Act of 1979.
          Abstract
              Together, the two bills included a proposal for the discipline of Federal judges who violate the Constitutional good behavior standard, a new retirement proposal for judges, proposals to revise certain courts of appeal procedures, and other provisions related to transfer of cases, interlocutory appeals, and interest on judgments. Witnesses included a former U.S. Solicitor General, representatives of the Department of Justice, a judge from the Court of Customs and Patent Appeals, a panel of patent lawyers, and a panel of bar association representatives.
