RESULTS OF A STUDY TO ANALYZE THE PRESENT UTILIZATION OF THE CITY AND COUNTY JAIL, TO PROVIDE INFORMATION ON PROJECTED NEEDS FOR DETENTION FACILITIES, AND TO PRESENT ALTERNATIVES FOR IMPROVED COUNTY AND CITY FACILITIES.
Abstract
METHODOLOGY INVOLVED ANALYSIS OF RECORDS AT BOTH FACILITIES AND CONTACTING VARIOUS CITY AND COUNTY CRIMINAL JUSTICE PERSONNEL. THE STUDY CONCLUDES THAT THE CITY JAIL, WITH THE ADDITION OF SEVENTEEN BEDS, COULD PROVIDE ADEQUATE DETENTION FACILITIES FOR BOTH THE CITY AND COUNTY THROUGH 1985. A NUMBER OF SUGGESTIONS ARE MADE FOR REDUCING INMATE POPULATIONS. THESE INCLUDE DEVELOPMENT OF ALTERNATIVES TO INCARCERATION FOR INEBRIATES, JUVENILE OFFENDERS, AND MENTALLY-ILL OFFENDERS. STAFFING AND OPERATIONAL PROCEDURES ARE SUGGESTED. APPENDIXES INCLUDE DATA, SCHEMATICS, AND REFERENCES.
