THIS REPORT IS OF A STUDY UNDERTAKEN TO DEFINE A COORDINATED RADIO COMMUNICATION SYSTEM THAT COULD PREVENT A LACK OF ADEQUATE COMMUNICATIONS SIMILAR TO WHAT OCCURRED DURING A FLOOD IN LARIMER COUNTY IN AUGUST 1976.
Abstract
THE COORDINATED SYSTEM DEVELOPED IN THIS STUDY, THE REPORT CLAIMS, WILL PROVIDE LESS COSTLY COMMUNICATIONS AND IMPROVED LEVELS OF SERVICE TO THE PUBLIC SAFETY AGENCIES AND THE PUBLIC. THE REPORT RECOMMENDS THE FORMATION OF A POLICY COMMITTEE TO SHAPE THE FORM OF THE SERVICES AND RESPONSIBILITIES OF THE COMMUNICATION CENTER, AND TO ESTABLISH MECHANISMS TO ENSURE MEMBER CONTROL OF THE CENTER'S OPERATIONS. IT ALSO RECOMMENDS DEFINING THE INITIAL AND RECURRING COSTS AND SPECIFICATIONS OF THE SYSTEM, AS WELL AS ESTABLISHING PERSONNEL QUALIFICATIONS AND TRAINING REQUIRMENTS. IT FURTHER RECOMMENDS THAT BIDS BE OBTAINED FOR IMPLEMENTATION OF THE SYSTEM....BDS
