THE FEDERAL COMMUNICATION COMMISSION'S (FCC'S) PROPOSAL TO AMEND PART 15 OF ITS RULES TO ALLOW GREATER USE OF LOW-POWER, LIMITED-RANGE TRANSMITTERS FOR SECURITY DEVICES IS DISCUSSED.
Abstract
THE NEED FOR A LOW-COST, RELIABLE RESIDENTIAL AND SMALL BUSINESS ALARM SYSTEM IS WELL KNOWN. ONE POTENTIAL SYSTEM USES A LOW-POWER, LIMITED-RANGE TRANSMITTER AT EACH PORTAL SENSOR (IN LIEU OF WIRES) LINKED TO AN ESTABLISHMENT. EACH SYSTEM INCLUDES A NUMBER OF TRANSMITTERS AND ONE RECEIVER. IDEALLY, THE TRANSMITTER SHOULD BE UNLICENSED. WHILE A NUMBER OF RADIO-OPERATED PROTECTED PREMISES SYSTEMS ARE CURRENTLY IN OPERATION, PRESENT RESTRICTIONS ON THE OPERATION OF THESE SYSTEMS PRECLUDE THEIR FULL USE. A LOW-POWER TRANSMITTER CAN BE OPERATED WITHOUT A LICENSE, PROVIDED THAT IT COMPLIES WITH BOTH THE TECHNICAL AND CERTIFICATION REQUIREMENTS OF PART 15 OF THE RULES AND THAT IT DOES NOT CAUSE HARMFUL INTERFERENCE TO LICENSED RADIO SERVICE. AT PRESENT, SUCH DEVICES CAN USE ONLY FREQUENCIES ABOVE 70 MHZ. THE FCC HAS PROPOSED DELETING THIS DUTY-CYCLE RESTRICTION AND CONSOLIDATING THE RULES TO PERMIT OPERATION OF LOW-POWER CONTROL DEVICES FOR ANY LEGITIMATE PURPOSE, INCLUDING OPENING AND CLOSING DOORS AND SECURITY AND INDUSTRIAL APPLICATIONS. SUCH CHANGES SHOULD MAKE IT POSSIBLE TO PROVIDE SMALL BUSINESSMEN AND HOMEOWNERS WITH LOW-COST, RELIABLE ALARM SYSTEMS. AN EXTRACT OF THE PROPOSED CHANGES IS APPENDED. SOME TABULAR DATA ARE INCLUDED.
