Abstract
THERE ARE 'WHAT-EXPLANATIONS' AND 'WHY-EXPLANATION'. EITHER KIND IMPLY A KIND OF PHENOMENOLOGICAL EXPLANATION OF DEVIANCE WHICH IN ITSELF WOULD REFUTE A GENERAL THEORY OF DEVIANCE.
