VARIOUS ORGANIZED GANGS UNQUESTIONABLY DO ENGAGE IN CRIME IN EUROPE ON AN INTERNATIONAL BASIS, BUT THERE APPARENTLY IS NO SUCH HIGHLY-ORGANIZED, FAR-FLUNG STRUCTURE AS THE ITALIAN MAFIA OR THE AMERICAN COSA NOSTRA.
Abstract
TO DEAL WITH SUCH GANGS, THE WEST GERMAN FEDERAL CRIMINAL POLICE BUREAU (BKA) IS AUTHORIZED BY LAW TO COMBAT INTERNATIONALLY ORGANIZED CRIME. IT HAS CONDUCTED EXTENSIVE INVESTIGATIONS OF DOMESTIC AND FOREIGN GROUPS OF CRIMINALS IN RECENT YEARS. TO DO THIS, THE BKA HAS DEVELOPED A PROCESS OF ASSEMBLING INFORMATION ON MEMBERS OF SUCH GANGS FROM FOREIGN AND DOMESTIC SOURCES. THE BKA BELIEVES SUCH INFORMATION, WHEN PROPERLY COLLATED AND ANALYZED, CONSTITUTES AN INDISPENSABLE TOOL IN COMBATTING THESE ORGANIZED GANGS. THE VARIOUS TYPES OF CRIME IN WHICH THESE GANGS ENGAGE ARE DISCUSSED, AND THE VARIOUS TYPES OF ORGANIZATIONAL STRUCTURE AND MODUS OPERANDI ARE DESCRIBED. SOME OF THE METHODS USED BY THE BKA IN COMBATTING ORGANIZED GANGS ARE SURVEILLANCE, ELECTRONIC SURVEILLANCE, THE USE OF INFORMANTS AND THE USE OF UNDERCOVER OPERATIONS. --IN GERMAN
