ADVANTAGES OF RESTITUTION PROGRAMS FOR JUVENILE OFFENDERS ARE CONSIDERED, AND THE RESULTS OF A SURVEY OF THE EXTENT AND NATURE OF EXISTING PROGRAMS ARE PRESENTED.
Abstract
AN EVALUATOR FOR THE JUVENILE RESTITUTION INITIATIVE OF THE INSTITUTE FOR POLICY ANALYSIS LISTS ADVANTAGES OF RESTITUTION PROGRAMS, SUCH AS VICTIM COMPENSATION, INCREASED INTEREST IN REPORTING CRIMES (WHICH MAY HAVE A DETERRENT EFFECT), AND OFFENDER REHABILITATION WITH A DECREASED LABELING EFFECT. A SURVEY REVEALED THAT 90 PERCENT OF U.S. JUVENILE COURTS INCLUDE VICTIM RESTITUTION AMONG THEIR SENTENCES. ABOUT 80 PERCENT HAVE REQUIRED RESTITUTION OF SOME OFFENDERS FOR 6 YEARS OR MORE; AND SOME COURTS HAVE DEVELOPED FULL PROGRAMS IN WHICH STAFF DEVELOP RESTITUTION PLANS, LOCATE JOBS FOR OFFENDERS, AND MONITOR PAYMENTS.
