DISCUSSION OF THIS NEW YORK CITY POLICE DEPARTMENT PROGRAM INSTITUTED IN 1971 TO FACILITATE INTERCOMMUNICATION AND EXCHANGE OF IDEAS AMONG ALL LEVELS OF POLICE MANAGEMENT.
Abstract
THIS PROGRAM INVOLVED ALL MEMBERS OF THE DEPARTMENT ABOVE THE RANK OF LIEUTENANT (INCLUDING CIVILIANS). CONFEREES MET MONTHLY IN ONE OF 20 TWO-HOUR SESSIONS TO EXPLORE CRITICAL ISSUES CONFRONTING THE DEPARTMENT, TO FORMULATE POLICIES, AND TO RESOLVE IDENTIFIED PROBLEMS. THE POLICE COMMISSIONER AND HIS COMMAND STAFF WERE PERSONNALY INVOLVED IN MANY OF THESE CONFERENCE SESSIONS. INITIALLY, A NUMBER OF PARTICIPANTS OPENLY QUESTIONED THE VALUE AND UNDERLYING MOTIVATION FOR THE PROGRAM. HOWEVER, AS PARTICIPANTS EXPRESSED THEIR VIEWS IN A POSITIVE MANNER, AND AS THE DEPARTMENT ACTED ON SOME OF THEIR RECOMMENDATIONS, DOUBT GAVE WAY TO OPEN INVOLVEMENT. THE AUTHOR SUGGESTS THAT THE MOST IMPORTANT ASPECTS OF THE PROGRAM ARE THE MANAGEMENT TRAINING AND CHANGE IN SELF PERCEPTION TO WHICH THE PARTICIPANTS ARE EXPOSED.
