A SANTA CLARA COUNTY, CALIF., FACILITY PROVIDING LIVING ACCOMMODATIONS AND SUPPORT SERVICES FOR LOW-RESOURCE PAROLEES AND PROBATIONERS IS EVALUATED.
Abstract
THE OBJECTIVES OF THE EX-CONVICT MOTIVATION AND RECOVERY CENTER (X-MARC) ARE TO REDUCE RECIDIVISM; TO PROVIDE AN ALTERNATIVE TO INCARCERATION; TO ESTABLISH A SUPPORTIVE ENVIRONMENT FOR PROBATIONERS AND PAROLEES; AND TO PROMOTE BETTER RELATIONSHIPS BETWEEN RESIDENTS, THEIR PAROLE OR PROBATION OFFICERS, AND THE COMMUNITY. X-MARC ATTEMPTS TO FIND JOBS FOR RESIDENTS, PROVIDES INHOUSE RECREATIONAL PROGRAMS, AND REFERS RESIDENTS TO SOCIAL AND MEDICAL SERVICE SOURCES. THE SECOND-YEAR EVALUATION OF X-MARC INCLUDES A COMPARISON OF RECIDIVISM RATES FOR X-MARC RESIDENTS AND OTHER PROBATIONERS AND PAROLEES. X-MARC HAS BEEN SUCCESSFUL IN SLOWING THE PROCESS OF RECIDIVISM AMONG RESIDENTS WHO STAY AT THE FACILITY FOR AT LEAST 1 MONTH. ESTABLISHMENT OF STRONG JOB PLACEMENT OR VOCATIONAL TRAINING PROGRAM IS RECOMMENDED, IN PART AS A MEANS OF ENCOURAGING RESIDENTS TO LENGTHEN THEIR STAY AT X-MARC. ALTHOUGH MOST X-MARC RESIDENTS INDICATED THAT THE PROGRAM WAS HELPING THEM READJUST TO COMMUNITY LIVING, MANY INDICATED A NEED FOR EMPLOYMENT COUNSELING. SUPPORTING DATA ARE INCLUDED. (LKM)
