This handbook provides a planning resource for those involved in the evaluation of programs for neglected and delinquent youth.
Abstract
Section 1 describes the various purposes fulfilled by a program evaluation. These range from measuring accountability to determining staff effectiveness. Section 2 provides 16 elements that might be included in describing a program. Section 3 notes strategies for identifying those program elements to be evaluated. Strategies and techniques for evaluation are outlined in Section 4, including norm- and criterion-referenced techniques. Both testing approaches and alternatives (interviews, observation, existing records) are described. Section 5, consideration of instrumentation, includes an annotated bibliography on the characteristics of various norm- and criterion-referenced tests and other data collection techniques and additional references. Section 6 examines recordkeeping as a critical aspect of the overall evaluation and management of a program. The contributions of various types of records to planning, student management, and evaluation and administrative reporting requirements also are covered. Sections 7 and 8 provide space for the user to insert specific regulations and other frequently referenced information and lists additional resources for project personnel. Section appendixes provide supplemental information and materials.
