Pilot demonstration projects conducted in four urban areas in Washington during Federal fiscal year 1992 to address local issues related to drug abuse and drug interdiction, intervention, or treatment were evaluated to determine the extent to which they met program funding requirements.
Abstract
The projects operated in Seattle, Tacoma, Spokane, and Yakima with funding from the Bureau of Justice Assistance. The analysis revealed that only the Spokane projects were new, unique, and innovative as required by funding guidelines. In addition, projects did not collect or submit the required performance data. Furthermore, the funding recipients often failed to submit quarterly activity reports, which were a contractual obligation. In two of the cities with more than one demonstration project, local matching funds were not allocated as required. Specific actions are needed to solve all these problems.
