Abstract
THE EVALUATION SYSTEM PROVIDES PROCEDURES FOR ASSESSING THE ADEQUACY AND FEASIBILITY OF PRIME SPONSOR MANPOWER PLANS, MEASURING EXEMPLARY AND SATISFACTORY PERFORMANCE, DETERMINING STATE AND LOCAL TECHNICAL ASSISTANCE NEEDS, MOVING STATE AND LOCAL PROGRAMS TOWARD NATIONAL GOALS AND POLICIES, AND IDENTIFYING AND DISSEMINATING THE MOST EFFECTIVE PROGRAM CONCEPTS. THE SYSTEM IS ALSO DESIGNED TO BE USEFUL TO STATE AND LOCAL OFFICIALS WHO WILL BE CALLED UPON TO GENERATE MUCH OF THE REQUIRED DATA.
