Abstract
THE STUDY ATTEMPTED TO IDENTIFY WHO CONTROLS EVALUATION STUDY RESOURCES, WHO INITIATES STUDIES, WHO CONDUCTS THE STUDIES, AND WHO MONITORS THE CONTRACTS AS WELL AS WHAT HAPPENS TO THE RESULTS. RECOMMENDATIONS ARE MADE FOR WORK TO BE UNDERTAKEN TO IMPROVE CONTROL OF RESOURCES, INITIATION OF STUDIES, CONTRACT SELECTION, AND COORDINATION AND UTILIZATION OF RESULTS.
