Abstract
THERE ARE TWO MAJOR AREAS OF INQUIRY. ONE OF THESE IS THE NATURE OF INFORMATION TO BE GENERATED BY AN EVALUATION EXERCISE AND ITS CONSEQUENCES IN OTHER PLANNING ACTIVITIES SUCH AS THE SETTING OF OBJECTIVES AND WORK ON DESIGN. THIS AREA IS CONCERNED WITH INTERNAL CONSISTENCY WITHIN THE PLANNING PROCESS. THE OTHER MAJOR AREA IS THE VARIOUS PROCEDURES THAT MAY BE USED TO ARRIVE AT A SUITABLE SHORT LIST OF ALTERNATIVE PLANS FOR DETAILED INVESTIGATION AND DEBATE; AND THE CHOICE OF A PARTICULAR SHORT-LISTING PROCEDURE IN THE LIGHT OF VARIOUS POSSIBLE CIRCUMSTANCES IN WHICH THE STUDY IS TO BE UNDERTAKEN.
