This is the first of five reports on Treatment Alternative to Street Crime projects (TASC) under preparation for the Special Action Office for Drug Abuse Prevention in order to identify strengths and weaknesses of ongoing TASC projects.
Abstract
The report stated that the project in general performed adequately in its initial startup and first operational year. The time from initial grant approval to initial operation was short, many innovative techniques such as a semiautomated tracking system were tested, and policy and performance remained flexible. Decisions for the second year included the transfer of the intake function to a newly organized city central medical intake and the withdrawal of TASC funding support from treatment and rehabilitation elements. Issues still to be addressed as the TASC project matures are the means of increasing TASC client throughput and/or containing costs, the need to increase the availability of information about TASC at critical strata, the need for more appropriate referrals to community treatment centers and improved feedback on treatment progress, and a means of obtaining data directed at measuring TASC effectiveness.
