THE COORDINATING OFFICE FOR DRUG AND ALCOHOL ABUSE PROGRAMS (CODAAP) WAS DESIGNED TO TAKE OVER AND EXPAND THE FUNCTIONS OF THE DIVISION OF ADDICTIVE DISEASES AND MANAGE PHILADELPHIA'S DRUG AND ALCOHOL ABUSE PROGRAMS.
Abstract
CODAAP'S GOALS AND OBJECTIVES ARE DELINEATED, AS ARE ITS METHODS DESIGNED TO ACHIEVE THEM. THE EVALUATION ACTIVITIES THAT WERE CARRIED OUT INCLUDE A SERIES OF MEETINGS WITH THE CODAAP PROJECT DIRECTOR AND HIS ADMINISTRATIVE AND RESEARCH STAFF; EVALUATION VISITS AND INTERVIEWS WITH STAFF MEMBERS AND THE EVALUATION CONSULTANT STAFF; A SECOND SERIES OF MEETINGS AND INTERVIEWS; AND A QUESTIONNAIRE ADMINISTERED TO MEMBERS OF THE FORUM (AN ORGANIZATION OF SOME 40-50 DRUG AND ALCOHOL ABUSE PREVENTION AND TREATMENT AGENCIES IN THE PHILADELPHIA AREA DEVELOPED BY CODAAP). EVALUATORS EXPRESSED THE DIFFICULTY OF EVALUATING CODAAP IN THE ABSENCE OF HARD, CITY-WIDE OUTCOME AND EFFECTIVENESS DATA. THE EXAMINATION OF CODAAP'S GOALS AND PERFORMANCE REVEALED THAT CODAAP HAD MADE SIGNIFICANT PROCESS IN THE ACHIEVEMENT OF THE MAJORITY OF ITS PROGRAM GOALS.
