Abstract
THE AUTHOR RECOMMENDS THAT NOTWITHSTANDING THE VALUE OF THE PROGRAM, CERTAIN CHANGES WOULD ENHANCE ITS BENEFIT TO THE PARTICIPANTS. THE REPORT SUGGESTS THAT THE PROGRAM BE ADMINISTERED BY A FULL-TIME DIRECTOR, THAT PREPARED MATERIALS BE GEARED TO A PRACTICAL RATHER THAN THEORETICAL APPROACH, AND THAT ONLY TRIBAL JUDGES BE ALLOWED TO PARTICIPATE. OTHER RECOMMENDATIONS ARE INCLUDED.
