PLANS FOR EVALUATING THE PROCESSES AND IMPACT OF A DEMONSTRATION PROJECT AIMED AT REDUCING CRIME AND FEAR OF CRIME IN THREE MINNEAPOLIS NEIGHBORHOODS ARE DOCUMENTED.
Abstract
THE TARGET AREAS ALL HAVE RELATIVELY HIGH CRIME RATES AND REPRESENT A VARIETY OF SOCIOGEOGRAPHIC SETTINGS. INTENDED PROCESS OUTCOMES ARE INCREASED RESIDENT INVOLVEMENT, TARGET HARDENING, OPPORTUNITY REDUCTION THROUGH ENVIRONMENTAL DESIGN, INCREASED AWARENESS OF CRIME PREVENTION TECHNIQUES, AND COOPERATIVE INTERACTION BETWEEN POLICE AND RESIDENTS. PLANS TO MONITOR ACTIVITIES INTENDED TO ACHIEVE SPECIFIC OUTCOMES, AS WELL AS TO DETECT CHANGES INTRODUCED DURING IMPLEMENTATION, ARE DESCRIBED. PROCESS EVALUATION METHODS INCLUDE OBSERVATION, INTERVIEWS, REVIEWS OF NEIGHBORHOOD PROJECT OFFICE RECORDS, AND USE OF QUESTIONNAIRES AND BACKGROUND MATERIALS. THE PROCESS EVALUATION MODEL IS DEPICTED IN TABULAR FORMAT. THE PROPOSED IMPACT EVALUATION DESIGN ENCOMPASSES THE SELECTION OF CONTROL AREAS FOR COMPARISON WITH DEMONSTRATION NEIGHBORHOODS, THE COLLECTION OF CRIME DATA IN THE AREAS IMMEDIATELY ADJACENT TO THE DEMONSTRATION NEIGHBORHOODS, THE CODING OF POLICE CRIME REPORTS FOR THE NEIGHBORHOODS INVOLVED, A POSTTEST RESIDENT SURVEY IN THE DEMONSTRATION NEIGHBORHOODS, AND STATISTICAL TESTS OF PROJECT IMPACT ON CRIME AND FEAR OF CRIME. APPENDED MATERIALS INCLUDE A RESIDENT SURVEY INSTRUMENT, AN OFFENSE-CODING FORM, AND FINDINGS FROM PRETEST SURVEYS OF RESIDENTS' VICTIMIZATION EXPERIENCES AND FEAR OF CRIME.
