MORE TRAINED AND EXPERIENCED PERSONNEL ARE NEEDED TO IMPROVE THE EFFICIENCY AND PERFORMANCE OF THE IDAHO BUREAU OF NARCOTIC AND DRUG ENFORCEMENT.
Abstract
THE METHODOLOGY OF THIS EVALUATION INCLUDED INTERVIEWS WITH STAFF MEMBERS AND MEMBERS OF THE LAW ENFORCEMENT COMMUNITY, AN EXAMINATION OF REPORTING AND RECORD-KEEPING PROCEDURES, AND COMPARING THE OBJECTIVES OF THE BUREAU AS SET FORTH IN ITS MANUAL OF INSTRUCTIONS WITH ITS PERFORMANCE OF DUTIES. PUBLIC PRESSURE, UNDER WHICH THE BUREAU IS OPERATING, HAS RESULTED IN THE BUREAU BEING 'NUMBERS CONSCIOUS', AND THUS CONCENTRATING ITS EFFORTS ON SMALL 'BUSTS' WITHOUT THE APPREHENSION OF ANY BIG-TIME TRAFFICKERS. THE ORGANIZED CRIME SECTION IS UNDERSTAFFED AND RECOMMENDATIONS CALL FOR ITS REMOVAL FROM THE BUREAU'S JURISDICTION. PERSONNEL POLICIES AND TRAINING ALSO NEED TO BE UPGRADED. RECOMMENDATIONS ARE PROVIDED TO INCREASE THE BUREAU'S EFFICIENCY.
