Abstract
THE MATERIAL CONTAINED IN THIS HANDBOOK REPRESENTS A COMPILATION AND CONDENSATION OF THE AGENCY FOR INTERNATIONAL DEVELOPMENT'S (AID) EVALUATION SYSTEM. ALTHOUGH EMPHASIS IS ON AID PROGRAMS, THE METHODOLOGY PRESENTED HERE COULD BE APPLICABLE TO EVALUATION OF CRIMINAL JUSTICE PROGRAMS. SUCH EVALUATION TYPES AS INDEPTH PROJECT LEVEL EVALUATIONS, SECTOR AND PROGRAM LEVEL EVALUATIONS, AND SPECIAL EVALUATIONS OF ASSISTANCE TECHNIQUES AND POLICIES ARE DESCRIBED. CRITERIA FOR DESIGNING A STUDY, A BASIC STUDY DESIGN, A CHECKLIST FOR PLANNING AN EVALUATION STUDY, SELECTION OF EVALUATORS, THE USE OF CONSULTANTS, DATA ANALYSIS, AND PREPARATION OF THE FINAL REPORT ARE ALSO DISCUSSED.
