AN EVALUATION OF CONTINUING EDUCATION PROGRAM FOR THE PENNSYLVANIA STATE JUDICIARY WHICH FOCUSES ON CHANGES OCCURRING IN THE LEGAL FIELD AND NEW TECHNIQUES IN COURT ADMINISTRATION.
Abstract
THE PROGRAM PROVIDES BOTH BASIC AND GRADUATE SESSIONS AT THE NATIONAL COLLEGE OF THE STATE JUDICIARY. THE PROJECT AS PLANNED WOULD HAVE SENT 20 JUDGES TO THE BASIC SESSION AN 10 JUDGES TO GRADUATE SESSIONS. THE ACTUAL NUMBER OF JUDGES IN ATTENDANCE (EIGHT IN THE REGULAR PROGRAM AND TWO IN THE GRADUATE) DID NOT CORRESPOND TO THE PROJECT STAFF'S PROJECTION. EVALUATION METHODS CONSISTED OF CONFERENCES WITH THE DEPUTY COURT ADMINISTRATOR, A REVIEW OF QUESTIONNAIRES ADMINISTERED BY THE COLLEGE FOR SELF-EVALUATION, AND A REVIEW OF LETTERS FROM THE PARTICIPATING JUDGES EVALUATING THEIR PROGRAM EXPERIENCES. RESPONSES WERE VERY FAVORABLE. THE INABILITY TO PRODUCE ADEQUATE ATTENDANCE WAS FOUND TO BE THE ONLY MAJOR DEFECT. BECAUSE OF THIS, IMPACT ON THE JUDICIAL SYSTEM COULD NOT BE EVALUATED. RECOMMENDATIONS FOR IMPROVING THE PROGRAM ARE LISTED. APPENDIXES INCLUDE SAMPLE COLLEGE QUESTIONNAIRES, A FINAL EVALUATION PLAN AND AN INTERIM EVALUATION REPORT ON THE NATIONAL COLLEGE, GUIDELINES FOR EVALUATION REPORTS AND THE SUBGRANT APPLICATION.
