THIS PROJECT, WHICH RELEASED PRISONERS FROM JAIL ON PERSONAL BOND, IS COMPARED TO OTHER PROGRAMS, AND REFORMS IN THE OPERATION OF BAIL PROJECTS ARE RECOMMENDED.
Abstract
AVAILABLE DATA ON THE DALLAS PROJECT WAS REVIEWED AND THE CASE OF EVERY PERSON RELEASED BY THE PROJECT STUDIED TO DETERMINE THE IMPACT OF THE RELEASE, AND TO VERIFY THE INFORMATION BEING SUPPLIED BY THE PROJECT. THE EVALUATORS INTERVIEWED PRISONERS BEING CONSIDERED BY THE PROJECT DURING THE TEN-DAY EVALUATION PERIOD TO DETERMINE WHETHER THE PROJECT WAS RELEASING EVERY GOOD PROSPECT. A CONTROL GROUP WAS DEVELOPED CONSISTING OF RANDOMLY SELECTED CASES FROM THE YEAR IMMEDIATELY PRIOR TO THE OPERATION OF THE PRETRIAL RELEASE PROJECT. THE INVESTIGATORS RECOMMENDED THAT THE DALLAS PROJECT ADOPT THE FOLLOWING PRACTICES FEWER SUMMARY EXCLUSIONS FROM CONSIDERATION, USE OF MORE OBJECTIVE STANDARDS, CONDUCTING OF MORE EXTENSIVE INTERVIEWS, AND THE VERIFICATION OF INTERVIEW DATA.
