CONSIDERED ARE THE ASSUMPTIONS AND OBJECTIVES OF THE ARTS-IN-CORRECTIONS PROGRAM, GENERAL IMPLICATIONS OF THESE OBJECTIVES FOR THE EVALUATION, UTILITY REQUIREMENTS FOR THE EVALUATION AS THEY APPLY TO RESOURCE ALLOCATIONS, EVALUATION PROCEDURE, AND THE ESTIMATED COST OF THE EVALUATION PROJECT.
